難民のみなさまへ
日本政府は、「出入国管理及び難民認定法の一部を改正する法律案」を国会に提出し、2021年4月から国会で審議がされていました。最終的には、5月に取り下げられており、本法案は成立していません。
JARでは、本法案について、難民申請中でも送還が可能になるなど、日本に逃れた難民の保護の後退につながる内容が多く含まれていると考え、意見書を作成し、日本政府や国会議員への働きかけをしてきました。
本法案の当事者でもある難民の方が、この内容を知り、今日本で何が起きているのか知っていただきたく、ご紹介します。
今後の国会においても本法案と同じような法律案が提出される可能性は高く、気をつけていかなければなりません。またJARも引き続き、日本政府等への働きかけは続けていきます。この意見書を読んで、分からないことや質問があれば、どうぞご遠慮なくJARまで問い合わせてください。
For Refugees,
In April 2021, the Diet began discussing the “Act for Partial Revision of the Immigration Control and Refugee Recognition Act” which the Japanese government had submitted. The bill was ultimately withdrawn in May and has not been enacted.
JAR believes that this bill contains a lot of content that will lead to a worsened level of protection for refugees who have fled to Japan, such as the possibility of deportation even while applying for refugee status.
For this reason, we have prepared our opinion as below and have actively worked on advocacy and networking together with the Japanese government and Diet members.
We have made our opinion available and would like for you to take some time to become familiar with its contents, as we believe it is important to spread information for refugees to know what is happening in Japan.
There is a high possibility that a bill similar to this one will be submitted to the Diet in the future, so we must keep a careful watch.
